Site remediation costs to by-passed communities should be included in the overall project cost, not passed onto local government bodies. Additional funds required to apply any post by-pass beatification process to a community should be made available to complete the entire project, as we, the local community must use our own funds to make changes or incur huge costs to be compliant within our business’s after remediation has been completed to remain sustainable in the new market place. The funding mentioned, has been merely passed onto local councils, they themselves are struggling to maintain basic infrastructure, let alone commit new funds for capital expense created by the by-pass procedure. What view do the Panellists hold and what can be done for current or future projects to facilitate “Proposed Beatification Plans”? -- Terry Green, Kew
