For the GTCC, could you please explain the draft Communication Protocol adopted by Council in February (Moved by Councillor Keegan) that means if a resident writes to the mayor or a Councillor it will be dealt with by staff and the elected member may not even see it until after it has been dealt with by Council staff? Why should staff determine if it is a matter they should deal with, Is this not contrary to the principle that elected representatives should be accountable to their electorate? -- Moorland Community Association
