JRIG Chooses 60 Degree Angle Parking

After planning and deliberations, the Johns River Implementation Group selected the 60 degree nose-in angle parking in front of Rosie's, up on Johns River Road, and just in front of the proposed boardwalk and ramp structure already planned by Council.Click for full sized map of the village centre Click for full sized map of the village centre

The initial boardwalk plans for the segment in front of Rosie's were delayed due to the Christmas break, and will still need to be finalised and approved at the February meeting of the JRIG.  

However, concerns were recently raised by Council planning staff that the boardwalk segment as had been approved by the JRIG in September and fully planned by engineering staff only in late December, would not have satisfied the federal requirement, as outlined in the grant, to build 30 metres of boardwalk.

With timing tight, Council worked on an alternate segment running along the Koolyangarra Reserve including the pedestrian bridge, but this too panned out to be too expensive for the engineering staff.   

The current plan is to build from south of the pedestrian bridge and uphill towards the school, over the existing pathway.  Such a more straightforward segment will be easier to build and will ensure a 30 metre total length can be realised in line with the grant requirements, just in time.

Taree Council is planning on designating our village main roads as B-Double Routes

The RTA requested of the GTCC that it consider and assess Johns River Road and Bulley’s Road for B-Double routes.  The Traffic Committee last Thursday and considered the request and will be recommending community consultation.

Council has the ability to place a wide range of restrictions on B-Double operations within the village, up to and including banning them from operation on village roads.

The JRCPA will host a meeting with the community, Council and the RTA in early February to address the issue and provide feedback to Council for their decision.

Whist almost all residents are firmly against having routine B-double movements within the village, a work-around solution if the quarry needs B-double access may be to allow only north-bound access to and from the quarry via the roundabout.  This would avoid such trucks travelling on Johns River Road or Koolyangarra Way at all.

That said, exceptions can be written for village residents who happen to operate B-doubles from time to time, so they can park and get to their homes in the village.

The Johns River Village Plan and included character statement for the village  does not accommodate B-doubles at the present, and the JRCPA will be seeking community input at the February meeting for any modifications to the village plan.

Most B-doubles are quite modern, and actually have similar noise profiles as single trucks.   Over a day, using B-doubles can actually reduce the aggregate truck noise along a route, since fewer engines are actually being used to haul the same tonnage of load.

The other issue, of course, is truck parking — a contentious issue which usually gets residents fairly vocal in their concerns.

The First Urban Design Draft Plan!

It was a truly great reception for the new plans for the village centre, drawn up by urban design consultants Andrews.Neil UDG from Gosford.
Villagers were indeed pleasantly surprised to find that the agreed community objectives were provided for on the plan, and the Management Committee of the JRCPA audited the plan against our Village Wish List, with very good results.
The Johns River Post-Bypass Committee of Council have been working with Andrews.Neil urban design consultants on the preparation of a draft of Post- Bypass Traffic Facilities and Urban Design Plan for the village.
Our representatives on this committee, Bruce Shaw and Chris Bawn have been working closely with the Urban Design Consultants to ensure the elements discussed at previous Community Forums have been adopted.

A Plan Option for the EcoCentre Area

The Koolyangarra Reserve is on track for its facelift!

As reported in our second edition of the JRJ, the small bush reserve on the corner of Station Street and the Pacific highway, known as ‘Koolyangarra’, will soon receive much needed rejuvenation.

The JRCPA Eco Sub-Committee Chair, Deena Lane recently hosted an onsite meeting with Glen Rennie, CEO of the Taree Purfleet Local Aboriginal Lands Council (PTLALC), Sheree Quinlivan, Principal of  Johns River Public School and JRCPA Committee Members Chris Bawn.

As the reserve is owned by the local Biripi people, approval from the PTLALC is required prior to any works being commenced.

The group reviewed what was a well-kept area complete with seating and native plants, developed by the Johns River School children back in the mid 1980’s.  Mr Rennie was shown how the years of minimal maintenance in the reserve has lead to many weed species taking hold with seating structures and native plants now gone.

The JRCPA Eco Committee has been working on plans for the rejuvenation of the reserve, which will be done in conjunction with the Johns River School.

The plans were presented to Mr Rennie and he has given the design his ‘tick of approval’. The plan of design and management for the reserve will include new seating, a new wooden amphitheatre for children’s story time, new earthen mounds, which will be landscaped with bird attracting native plants, and a new pathway circuit. New logs designating its boundaries will also be sourced to add the finishing touches.
Work in the reserve will commence in the new year with the clearing out of weeds species.
Subsequent steps will include the creation of the mounds, planting of the native species of flora and acquisition of the seating and bench materials.
The Johns River School Principal, Ms Sheree Quinlivan is excited that the area, which was once created by the school children some 20 years ago, has the chance to again become an area under their care.

Stage II of the plan, to be considered in the second quarter of 2009, will include restoration work and landscaping of the pedestrian bridge and walking track area between the Johns River General Store and the Public School. In the interim, however, the JRCPA Management Committee has been in discussions with Greater Taree City Council to clean up the area to remove overgrown weeds and to ensure the safety of pedestrians walking to and from the Village and school precinct
