GTCC Community Development Grantwriting WorkshopGTCC Community Development Grantwriting Workshop

With a highlight on Assets-Based Community Development (ABCD), Community Development Officer Sarah Wilkinson with the Greater Taree City Council today stepped through the many ways our communities can access funding for our local projects.

Key representatives from the Moorland, Johns River and Hannam Vale communities were in attendance, representing the Moorland Hall Trust, Moorland Community Association, Johns River Community Progress Association and the Hannam Vale Recreational Reserve. 

Some of the great resources discussed included the  ourcommunity.com.au, communitybuilders.nsw.gov.au  and grantslink.gov.au websites. 

Great community engagement strategies as well as tips for successfull grant-writing were presented in a very lively and well-thought-out workshop, complete with excellent reference materials and some very meaningful discussion with the convenor and between the groups.  The comprehensive workshop also included project management, grant-writing guidelines and objectives, and great techniques community grant-writers can use effectively to increase their chances of having local projects funded.  

An excellent morning tea and luncheon, both catered by Rosie's, made the workshop a pleasant experience for all involved.   The JRCPA has offered $100 for successfull grants written for the communty (see article here).

All agreed that workshop organiser Sarah Wilkinson did a super job across a very wide range of subjects.   All came away with a truly positive and encouraging sense  that projects could be funded, and grants won for their respective communities.

With a generous unanimous vote at Greater Taree City Council chambers on Wednesday, August 17th, our Councillors made sure the $2.6 million in handover funds from the RTA would be reserved for Johns River and Moorland.

As part of the routine handover negotiations between the RTA and Council, issues such as how much Council should recieve and how much money roads will cost to maintain are addressed.

For over a year, GTCC management and staff battled hard for the funds, with negotiations sometimes breaking down over deadlocks on how much funding should be turned over to Council for ongoing road maintenance for the next ten years.

The negotiations were fierce because senior Council staff knew how much the new roads being "given" to them would cost in maintenance into the future.  In the end, the amount handed over will probably not be sufficient to meet the ongoing maintenance costs of the roads.  This "cost-shifting" onto local governments was an issue addressed recently by the Deputy Premier in Port Macquarie at the Coalition Cabinet.  

After consulting with fellow councillors and senior staff, Councillor David Keegan put together the wording and put forward the needed additions to staff recommendations.  Councillor Mave Richardson PSM, also assisted on behalf of the community.

 Cr Alan Tickle and Cr Keegan currently serve on the Investment Committee, headed by the Mayor, Paul Hogan, General Manager Gerard José, and Executive Leader Resource Planning, Craig Swift-McNair

 The Mayor and Councillors, in conjunction with executive staff, will manage and monitor the Johns River and Moorland Reserve Fund (as they do with all such reserve funds under Council management).  The Investment Committee members will jointly ensure that projects qualify according to the Council's own internal conditions placed on the reserve fund.

Introduction

This character statement applies to the village of Johns River. The area is broken into three key areas, being the Village Core, Village living and Rural Lifestyle, as shown on the following map.

Role of the location:

Johns River is a small inland village located between the major regional centres of Taree (20 minutes south) and Port Macquarie (30 minutes north). The Village provides basic support services (e.g. general store, public school, community hall and playground, tavern) to the surrounding hinterland and village residents.

Recent Floods Slow Major Works Progress

The most unfortunate flooding throughout the Manning dumped a tremendous amount of additional works onto Council's books, putting off even further works on already bad roads locally, like Stewarts River Road, west of the roundabout.

The Progress Association and Greater Taree City Council have both had many complaints from local area residents about key segments of roads in our area, and Council is scrambling to prioritise and respond to the influx of requests.   The June floods did not help matters much, putting planned works scheduling on hiatus and pushing back timelines for much-needed works.

Your Request is On The Books!

As part of the Greater Taree City Council ongoing review of roadworks throughout the greater Manning council area, new procedures for responsiveness and job tracking have been instituted. 

Road crews have been by several times through Johns River throughout the winter months, doing works on Station Street, and in front of Rosie's as well.

We've had several complaints about noise in the village recently, mostly on village side streets and apparently at all hours of the day and night. 

If you've heard any noise which has bothered you, we'd like you to take part in our online discussion on the Johns River Facebook page.

This issue will be discussed also at our Saturday 16th of April community forum at the Johns River Village hall, at 11am, so please bring your opinions and any possible solutions to noise problems in the village. 

Now that the bypass is operational, alot of noises have become much more prominent -- so let us know what you think either online in Facebook , in the Comments section (see link below), or at the April 16th forum!
